Baguio City, October 19-23, 2015. PSHS System’s annual operational planning coined as “PSHS System Physical and Financial Planning Workshop for CY 2016 and Budget Preparation for CY 2017: Continuing the Transformation” was hosted by the PSHS Cordillera Administrative Region Campus (PSHS-CARC), and convened 94 participants from the 14 PSHS campuses around the country and the Office of the Executive Director (OED).
The participants were comprised of the OED’s Management Team and staff, and the campuses’ Management Committees together with their Accountants and Budget Officers.
DOST-PSHS System Executive Director Dr. Larry L. Cabatic announced to the participants that in 2016, the PSHS System will host the 5th ASEAN Plus Three Junior Science Odyssey. The DOST-PSHS System is the defending grand champion in this competition for the last four years since it started.
On the second day, the PSHS System Accomplishment and Fund Utilization in 2015 were presented to the participants as reference for the workshop by Cluster on Accomplishments based on SPMS (Strategic Performance Management System), Fund Utilization, Updates on CABSEC (Cabinet Secretary) and Strategies.

Later that day, Deputy Executive Director Dr. Rod Allan A. De Lara discussed the Infra Road Map in Relation to K-12 and the Draft Rationalization Plan. Then, the 2016 National Expenditure Program of the DOST-PSHS System was discussed.
On the third day, the Program Expenditure Classification (PREXC) was covered and was followed by the workshop on Physical and Financial Plan for CY 2016 (BEDs) and Workshop on Forward Estimates (FEs)- Buildings, Structures, Land and Land Improvements, Equipment Outlays FY 2017-2019, GAD Plan and Annual Procurement Plan for FY 2016, both by campus.
Early evening of the same day, the PSHS-CARC spearheaded the Fellowship Night. This was supposedly on the first night but due to the typhoon that disrupted the travel of some participants, the Fellowship Night was moved to the third night. PSHS-CARC personnel and selected scholars attended the activity and some performed an Igorot cultural dance.
On the fourth day (last day), a focus-group discussion between Chief Administrative Officers, Accountants, and Budget Officers took place to discuss issues and concerns in their respective responsibilities, and to review the drafted PSHS System Finance and Administrative Manual.
Consequently, the Executive Committee had their monthly meeting in a separate room.

On the last day, the participants visited PSHS-CARC in Irisan, Baguio City. The participants met the rest of the PSHS CARC personnel and saw the latest infrastructure development in the campus.
