Invitation to Apply for Eligibility and to Bid for the
Design and Build Scheme Infrastructure Projects (PSHS-MRC)

 

The PHILIPPINE SCIENCE HIGH SCHOOL SYSTEM - MIMAROPA Region Campus (PSHS-MRC), through its Bids and Awards Committee (BAC), invites intersted parties to apply for eligibility and to bid for the hereunder Design and Build Scheme Infrastructure Projects as funded under the General Appropriations Act (GAA) of 2016:

Project A Construction of Academic Bldg. I Php 38,220,000.00
Project B Site Development (Dev't. of Campus Master Plan & Construction of Road Network) Php 4,900,000.00
Project C Construction of Perimeter Fence Php 9,800,000.00
  Total Php 52,920,000.00

Project Duration:

Project A:  315 Calendar Days
Project B:  150 Calendar Days
Project C:  150 Calendar Days

Bids received in excess of each of the ABC of the 3 projects shall be automatically rejected at Bid Opening.  NO PARTIAL BID IS ALLOWED.

The prospective bidders should have experience in undertaking a similar project within the last five (5) years with an amount of at least 50% of the ABC of the proposed project.  The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II, Instruction to Bidders.

Bidding will be conducted through open competitive bidding procedure using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organization with at least seventy-five percent (75%) interest or outstanding capital stocks belonging to citizens of the Philippines.

Interested bidders may obtain further information from PSHS-MRC and inspect the Bidding Documents at the address given below during Monday to Friday, 8:00 AM to 5:00 PM.  A complete set of Bidding Documents may be purchased by interested bidders from November 18 until December 6, 2016 from the address below and upon the payment of a non-refundable fee of Php 50,000.00 for the Bidding Documents.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and from the website of the procuring entity (www.pshs.edu.ph) provided that bidders shall pay the non-refundable fee for the Bidding Documents not later than December 6, 2016.

All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause.  Late bids shall not be accepted.

Since this invitation to bid is a rebidding, then all the bidders who participated in the previously failed bidding of these projects may participate in this new bidding without paying anymore the Php 50,000.00 fee for the bidding documents.  Such waiving of fee is applicable even if the bidder this time will be on joint venture with other construction firms.

The PSHS-MRC reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
