INVITATION FOR NEGOTIATED PROCUREMENT
(TWO FAILED COMPETITIVE BIDDINGS)

Procurement of Mini Bus for the Transport of Personnel, Equipment,
Supplies, Products and Materials

  1. In view of the two (2) failed public biddings held last June 05, 2017 and July 31, 2017, the PHILIPPINE SCIENCE HIGH SCHOOL SYSTEM – OFFICE OF THE EXECUTIVE DIRECTOR (PSHSS-OED), through its Bids and Awards Committee (BAC), invites PhilGEPS registered interested suppliers to participate in the negotiation for the PROCUREMENT OF MINI BUS FOR THE TRANSPORT OF PERSONNEL, EQUIPMENT, SUPPLIES, PRODUCTS AND MATERIALS, in accordance with Section 53.1 of the Revised Implementing Rules and Regulations of the Republic Act No. 9184, otherwise known as the “Government Procurement Reform Act”.

The Approved Budget for the Contract (ABC) is THREE MILLION FIVE HUNDRED THOUSAND and 00/100 PESOS (Php 3,500,000.00).

The Eligibility and Technical Documents will be composed of the following:

CHECKLIST ON ELIGIBILITY AND TECHNICAL COMPONENTS
First envelope shall contain the following eligibility and technical documents.
A.  ELIGIBILITY / LEGAL DOCUMENTS REMARKS
Class “A” documents:
i.    PhilGEPS Certificate of Registration and Membership in accordance with Section 8.5.2 of the IRR, except for foreign bidders participating in the procurement by a Philippine Foreign Service Office or Post, which shall submit their eligibility documents under Section 23.1 of the IRR, provided, that the winning bidder shall register with the PhilGEPS in accordance with Section 37.1.4 of the IRR.  
ii.   Statement of the prospective bidder of all its ongoing government and private contracts, including contracts awarded but not yet started, if any, whether similar or not similar in nature and complexity to the contract to bid.  The statement shall include, for each contract, the following:
ii.1  Name of the Contract;
ii.2  Date of the Contract;
ii.3  Kind of Goods;
ii.4  Amount of contracts and value of outstanding contracts;
ii.5  Date of delivery;
ii.6  End-users’ acceptance and/or Official Receipts issued for the contract, if completed.
 
iii.  Statement of the bidder’s Single Largest Completed Contract (SLCC) similar to the contract to be bid.  
iv.   Audited financial statement, stamped “received” by the Bureau of Internal Revenue (BIR) or its duly accredited and Authorized Institutions, for the preceding calendar year, which should not be earlier than two years from bid submission.  
v.    Net Financial Contracting Capacity (NFCC) computation or CLC in accordance with ITB Clause 5.5; and  
Class “B” documents:
vi.   If applicable, valid JVA duly notarized  
B.  TECHNICAL DOCUMENTS
(i)    Bid Security, in accordance with ITB Clause 18

A.  Cash, Bank draft or irrevocable letter of credit 2% of ABC, or

 
B.  Surety bond from accredited Insurance Co. 5% of ABC  
C.  Bid Securing Declaration duly notarized  
(ii)   Conformity with technical specifications, as enumerated and specified in Sections VI and VII of the Bidding Documents  
(iii)  Sworn statement using the form prescribe in Section VIII. Bidding Forms

  1. The PSHSS-OED reserves right to accept or reject proposal, offer and negotiation and/or to annul the procurement process, at any time prior to contract award, without thereby incurring any liability to the affected firms.
